JOB SUMMARY/ESSENTIAL JOB FUNCTIONS: The Human Resources Consultant 2 manages the day-to-day delivery, coordination, and continuous improvement of human resources services across the full employee lifecycle for staff and faculty for the UT Health Sciences College of Medicine Chattanooga campus. This includes but is not limited to employee relations, recruitment, onboarding, performance management, leave administration, policy interpretation, compliance, ERP/HR systems transactions, payroll coordination, records management, and separation processes. This is an on-site position.

MINIMUM REQUIREMENTS:

EDUCATION: Bachelor’s Degree. (TRANSCRIPT REQUIRED)

EXPERIENCE: Three (3) years of experience in human resources.

KNOWLEDGE, SKILL, AND ABILITIES:

  • Knowledge of human resources principles and practices.
  • Knowledge of employee relations, recruitment processes, onboarding procedures, training program development, ERP systems, and payroll management.
  • Excellent communication and interpersonal skills are essential for effectively interacting with employees at all levels and resolving conflicts.
  • Ability to analyze complex situations, provide sound advice, and implement effective solutions.
  • Strong organizational skills with attention to detail.
  • Ability to manage multiple tasks and ensure compliance with university policies and regulations.
  • Ability to maintain confidentiality and handle sensitive information with discretion.

WORK SCHEDULE: This position may occasionally be required to work weekends and evenings. May require occasional overnight travel.


  1. Provides counsel to department heads, directors, and others regarding complex or difficult employee situations.
  2. Recommends employee relations practices necessary to establish a positive employer-employee relationship and to promote a high level of employee morale and motivation.
  3. Conducts investigations when employee concerns are brought forth and evaluates and implements potential solutions.
  4. Drafts disciplinary actions in conjunction with central Human Resources before delivery, delivers warnings if necessary and follow-up with supervisors; conducts pre-termination hearings; provides support to supervisors during performance review processes.
  5. Provides guidance to employees and supervisors regarding the Family and Medical Leave and Sick Leave Bank processes.
  6. Oversees the recruitment process, including job postings, candidate screenings, interviews, and selection.
  7. Coordinates onboarding activities for new hires, ensuring a smooth transition into the organization.
  8. Manages applicant tracking systems and ensures compliance with university policies.
  9. Develops and delivers training, guidance, and resource materials for supervisors and staff on topics such as recruitment, onboarding, employee relations, performance management, leave administration, and policy compliance.
  10. Oversees payroll processing and addresses and resolves payroll discrepancies.
  11. Manages ERP system for HR-related data entry and reporting.
  12. Performs other duties as assigned.
