The Program Counselor supports the implementation and ongoing development of the federally funded TRIO Upward Bound Math Science (UBMS) program, which is designed to strengthen students’ math and science academic skills and prepare participants for post‑secondary enrollment, particularly in STEM‑related fields.
The position is responsible for assisting high school students in strengthening academic achievement and navigating the transition to college. This role provides operational, administrative, and student‑focused support to ensure program compliance, effectiveness, and alignment with federal objectives.
Program Counselor (Student Services Professional 1 – MR07) Upward Bound Math/Science, University of Tennessee, Chattanooga
Minimum: Requires a bachelor’s degree in education, counseling, or other related field; two years of relevant experience in personal and academic counseling, program planning, and recruitment, working with disadvantaged youth; or an equivalent combination of education, training, and experience.
Preferred: Knowledge of Federal programs (i.e. TRIO programs) and the Hamilton County and State of Tennessee educational systems is preferred.
Participant Services & Academic Support
Identifies, recruits, and selects eligible UBMS participants in designated target areas; visits target schools and consults with school officials as needed
Provides academic advising, counseling, and skill‑building support, with particular attention to math and science coursework and academic readiness, to address participants’ academic needs
Assesses and monitors participants’ academic progress and advises participants regarding academic planning, including math and science‑focused college pathways and career interests
Assists students with completion of college admissions applications and financial aid forms
Assists in the coordination and development of academic‑year and summer curricula, services, and activities, including intensive math and science instruction and enrichment experiences; assists in planning the summer residential component and related events (facilities, transportation, setup)
Coordinates scheduling of supplemental instruction, tutoring, and homework assistance, including support for math and science subject areas
Facilitates student, parent, and community partner workshops during academic‑year and summer programs; designs and implements student and parent sessions as needed
Assists with developing Individual Action Plans (IAPs) for participants and ensures students adhere to their plans, including academic goals in math, science, and college preparation
Attends required program meetings, including some Saturdays
Supervision, Reporting, Outreach & Administrative Support
Recruits, hires, trains, supervises, and evaluates instructors, tutors, summer residential advisors, and other program staff as assigned
Supervises program‑related instructional activities and processes
Prepares and submits reports as requested by the Executive Director and UBMS Director and as required by federal regulations and University policies; generates statistical reports and data to support evaluations and funding proposals
Networks and collaborates with campus and community partners; serves as liaison to target schools, colleges, and community agencies; works to establish and maintain partnerships with community organizations and companies, including those supporting STEM education and career development
Produces marketing content and support for UBMS programs and social media platforms
Performs other administrative duties and special projects assigned by the UBMS Director
Program Operations & Compliance
Documents and maintains proof of services provided in accordance with federal guidelines; maintains and assists with the organization and management of UBMS databases and tracking systems
Ensures participant eligibility requirements are met and that applications for new participants are complete and federally compliant
Ensures compliance with program rules and regulations throughout recruitment, enrollment, and service delivery
Develops and maintains working knowledge of federal legislation and regulations governing TRIO Upward Bound programs
Assists with the preparation and submission of annual performance reports and other required reports in accordance with University and U.S. Department of Education requirements
The ideal candidate will possess the following:
Computer literacy
Working knowledge of Microsoft applications: Excel, Word, and Outlook
Ability to maneuver through the Internet and social media via Facebook, X (Twitter), etc.
Knowledge of the DASH system, Blumen or similar databases
Working knowledge of the college admissions and the financial aid processes
Experience with maintaining databases and records
Excellent communication and organizational skills
