The Budget Manager oversees all financial, budgetary, and human resource operations within CECS. Reporting directly to the Dean, this position ensures compliance with university fiscal policies and procedures while supporting strategic and operational decision-making for the College. Responsibilities include financial reporting, budget development, purchasing oversight, grant management, payroll and HR coordination, and training college personnel on financial and HR systems.

The University of Tennessee at Chattanooga (UTC) invites applications for a Budget Manager (Financial Business Management 1 - MR10) in the College of Engineering and Computer Science (CECS). This position provides comprehensive financial and human resource management oversight for the College, supporting the Dean, Associate/Assistant Deans, Department Heads, and administrative staff.

Required:

  • Bachelor’s degree with management or accounting coursework at the college level.
  • Minimum five (5) years of experience in bookkeeping, accounting, finance, auditing, or a related field.
  • Minimum three (3) years using enterprise-wide financial/personnel systems (e.g., DASH, Oracle-based).
  • Strong proficiency in Microsoft Excel and financial reporting.
  • Demonstrated ability to make informed fiscal decisions and manage multiple funding sources.

Preferred:

  • Bachelor’s degree in management, finance, or accounting.
  • Five or more years of experience in higher education, finance or administration.
  • Strong communication, analytical, and organizational skills.
  • Experience providing training or directing the work of others.

Compensation and Benefits:

  • UT market range: MR10
  • Anticipated hiring range: $60,250 - $65,000

Financial & Budget Management

  • Manages, monitors, and reconciles all college accounts and budgets.
  • Prepares financial reports for the Dean and department leadership.
  • Reviews and approves financial and HR transactions in DASH.
  • Serves as liaison to Budget & Finance, Purchasing, Disbursements, and Sponsored Programs.
  • Develops future budget projections and monitor expenditures.
  • Supervises and trains departmental staff on financial processes.
  • Oversees grant-related funds and audit documentation.

Human Resource Management

  • Provides leadership and oversight for HR functions within the College.
  • Reviews position descriptions, salary structures, and personnel actions to ensure equity and compliance.
  • Manages faculty and staff hiring processes, adjunct pay, and summer compensation.
  • Reviews and approves position and pay changes in DASH.
  • Maintains personnel and payroll records and verifies employee funding allocations.
  • Serves as liaison to Human Resources, Faculty Records, and Academic Affairs.

Contract & Purchasing Management

  • Reviews and approves college contracts for compliance with university policies.
  • Oversees purchasing processes, vendor management, and procurement card transactions.
  • Provides training for university purchasing and contracting procedures.
  • Ensures timely and accurate processing of invoices and purchase orders.

Knowledge, Skills, and Abilities:

  • Ability and knowledge to provide directions to a group of employees and to assist others by providing guidance.
  • Proficient knowledge of Microsoft Excel, financial, and human resource processes.
  • Ability to multi-task with strong attention to detail.
  • Ability to make effective decisions regarding college financials.
  • Knowledge of accounting, human resources, and university fiscal policies and procedures.
