Job Description

Project Overview

The Second Karachi Water and Sewerage Services Improvement Project (KWSSIP-2) is a major infrastructure and institutional reform initiative being implemented by the Karachi Water and Sewerage Corporation (KW&SC) with financing support from the World Bank, Asian Infrastructure Investment Bank (AIIB), and the Government of Sindh. The program aims to improve water supply and sanitation services, strengthen utility performance, expand critical infrastructure investments, and support long-term sector reforms across Karachi. The project represents an investment of approximately USD 600 million and includes major infrastructure, institutional strengthening, and project management activities.

To support implementation of this large-scale, multi-stakeholder program, KW&SC will engage a Program Management Consultancy (PMC) team to provide strategic advisory, coordination, planning, monitoring, reporting, risk management, contract administration, and institutional strengthening support to the Project Implementation Unit (PIU).

Please note: Local staff are required to be physically present in Karachi for at least fifty (50) percent of their allocated time input. International staff are expected to spend a minimum of fifty (50) percent of their time in Karachi to support the PIU.

Position Description

Program Management Specialists will support the planning, monitoring, reporting, and performance management functions of the PMC and Project Implementation Unit (PIU). Depending on experience and assignment, specialists may lead or contribute to areas such as monitoring and evaluation (M&E), Results Monitoring Framework (RMF) management, project controls, program analytics, digital project management systems, reporting, scheduling, risk management, dashboard development, and implementation performance monitoring.

The successful candidate will work closely with project leadership, technical teams, consultants, contractors, government stakeholders, and financing institutions to support effective project delivery through evidence-based decision-making, performance tracking, and management reporting.

Full-time and part-time opportunities may be available depending on the specialist assignment and project needs. Assignments may support monitoring and evaluation, project controls, reporting, digital systems, performance analytics, scheduling, risk management, and related program management functions throughout the duration of the project

Responsibilities

Program Planning and Project Controls

  • Support development, maintenance, and monitoring of project schedules, implementation plans, milestones, and program performance indicators.
  • Assist project leadership in tracking implementation progress against schedules, budgets, and strategic objectives.
  • Monitor key project risks, dependencies, and bottlenecks and prepare recommendations for corrective action.
  • Support annual work planning, budgeting, resource planning, and implementation reviews.

Monitoring, Evaluation, and Results Management

  • Support collection, validation, analysis, and reporting of Key Performance Indicators (KPIs) and Results Monitoring Framework (RMF) metrics.
  • Maintain project performance databases and support development of monitoring methodologies, data collection tools, and verification processes.
  • Conduct data quality reviews and identify performance trends, risks, and opportunities for improvement.
  • Contribute to mid-term reviews, project evaluations, lessons learned exercises, and performance assessments.

Digital Systems, Data Analytics, and Reporting

  • Support implementation and operation of Project Management Information Systems (PMIS), dashboards, and digital reporting tools.
  • Develop and maintain reports, dashboards, visualizations, and management information products for project leadership and stakeholders.
  • Analyze project performance data to support strategic decision-making and implementation improvements.
  • Ensure scheduling, financial, safeguards, and performance data are accurately integrated within project reporting systems.

Reporting and Stakeholder Support

  • Support preparation of monthly dashboards, quarterly progress reports, annual reports, presentations, and implementation support mission materials.
  • Assist with progress reporting to project leadership, government stakeholders, and international financing institutions.
  • Coordinate information gathering across project teams and stakeholders to ensure timely and accurate reporting.

Risk Management and Performance Improvement

  • Support maintenance of project risk registers and monitoring of mitigation actions.
  • Identify emerging implementation issues and support development of solutions and corrective measures.
  • Assist in developing tools, systems, templates, standard operating procedures, and reporting frameworks that improve program management effectiveness.

Capacity Building and Knowledge Management

  • Support training and capacity-building activities for project staff and stakeholders.
  • Assist with development of guidance materials, reporting tools, manuals, and knowledge products.
  • Promote effective knowledge management and documentation of lessons learned and best practices.

Skills & Abilities

  • Strong understanding of project management, program controls, monitoring and evaluation, or project performance management.
  • Experience analyzing complex data sets and transforming information into actionable recommendations.
  • Proficiency with project management systems, reporting platforms, dashboards, and performance management tools.
  • Strong quantitative, analytical, and problem-solving skills.
  • Excellent written communication and report-writing abilities.
  • Strong organizational skills and attention to detail.
  • Ability to manage multiple priorities in complex project environments.
  • Advanced proficiency in Microsoft Excel, Power BI, project management software, and database tools.
  • Experience working in multidisciplinary teams and stakeholder-rich environments.
  • Fluency in English.

Qualifications

  • Bachelor's degree in Engineering, Economics, Statistics, Information Technology, Computer Science, Data Analytics, Business Administration, Public Administration, Social Sciences, Project Management, or a related discipline.
  • Master’s Degree/post graduate qualification in closely related field
  • Minimum 8 years of relevant professional experience in one or more of the following areas:
  • Program management
  • Project controls
  • Monitoring and evaluation
  • Results measurement
  • Portfolio management
  • PMIS administration
  • Reporting and analytics
  • Infrastructure project performance management
  • Experience preparing management reports, dashboards, performance metrics, or monitoring frameworks.
  • Strong experience working with data management and reporting systems.
  • Demonstrated ability to work effectively on large and complex projects.

Preferred Qualifications

  • Master's degree in Project Management, Engineering Management, Business Administration, Economics, Data Analytics, Information Systems, Statistics, Public Administration, Monitoring & Evaluation, or a related discipline.
  • Experience supporting World Bank, AIIB, ADB, USAID, MCC, DFIs, or other internationally financed development programs.
  • Experience working on water, wastewater, utility, transportation, energy, or large-scale infrastructure programs.
  • Experience with Results Monitoring Frameworks (RMFs), logical frameworks, KPIs, and performance-based management systems.
  • Experience administering or supporting Project Management Information Systems (PMIS), enterprise reporting platforms, GIS systems, data warehouses, or digital dashboards.
  • Proficiency with Power BI, Tableau, Primavera P6, Microsoft Project, SharePoint, SQL, GIS, or similar project controls and analytics tools.
  • Experience in project scheduling, risk management, earned value management, or portfolio reporting.
  • Experience in developing executive-level dashboards and donor reporting packages.
  • Experience working in South Asia or other emerging-market infrastructure environments.

Background Check and Drug Testing Information

Additional Pay Range Information

CDM Smith is committed to fair and equitable compensation practices. This pay range is a good faith estimate representative of all experience levels for the geographic location assigned to the position. In addition to geographic location, a candidate’s salary is determined by several other factors including, but not limited to, the role, function and associated responsibilities, relevant work experience, skills, required certifications, and education/training.
