Job Description

Project Overview

The Sindh Coastal Resilience Sector Project (SCRSP), funded by the Asian Development Bank (ADB), aims to strengthen climate resilience and reduce flood and coastal risks across Sindh’s vulnerable coastal areas. The project combines engineered flood protection measures with ecosystem-based and nature-based solutions, including drainage rehabilitation, embankment improvement, wetland and mangrove restoration, and community resilience initiatives. The assignment will support project implementation through technical oversight, project management, engineering design review, and construction supervision

Position Description

CDM Smith is seeking a highly experienced Team Leader / Coastal Engineer to provide overall leadership, technical direction, and management oversight for an anticipated Project Management Consultant (PMC) assignment supporting the SCRSP. The successful candidate will lead a multidisciplinary team of engineering, environmental, social, and project management specialists to ensure the successful planning, implementation, and delivery of climate-resilient infrastructure and coastal protection interventions.

Please Note: This is a proposed position for an anticipated project. Any employment offer or engagement is contingent upon successful project award and subject to client approval.

Location: Sindh Province, Pakistan (Hyderabad with travel throughout project areas)

Project Duration: 72months

Position Duration: The anticipated level of effort for this position is approximately 24 person-months over the life of the project, with inputs expected to be concentrated during project start-up, design review, procurement, key construction milestones, and strategic project oversight activities.

Responsibilities

  • Serve as the overall Team Leader and primary point of contact with the Client, ADB, and key project stakeholders.
  • Provide strategic and technical leadership for project implementation, construction supervision, and contract administration activities.
  • Guide and oversee coastal engineering, flood management, drainage, embankment, and climate resilience interventions.
  • Ensure integration of hydrological, hydraulic, geotechnical, and climate risk analyses into project implementation and decision-making.
  • Coordinate multidisciplinary technical teams to ensure quality, schedule, budget, and performance objectives are achieved.
  • Review and validate engineering designs, technical specifications, procurement documentation, contractor submittals, and construction methodologies.
  • Monitor construction progress and provide technical guidance to address implementation challenges.
  • Ensure compliance with ADB requirements, applicable standards, environmental and social safeguards, and project reporting obligations.
  • Support stakeholder engagement and coordination with government agencies, development partners, local communities, and other project beneficiaries.
  • Lead preparation of progress reports, technical deliverables, project reviews, and completion documentation.
  • Mentor and build capacity of project personnel and local counterparts throughout implementation.

Skills & Abilities

  • Strong leadership and team management skills with demonstrated success directing multidisciplinary infrastructure programs.
  • Advanced knowledge of coastal engineering, flood risk management, climate adaptation, and resilient infrastructure design.
  • Expertise in integrating engineering solutions with ecosystem-based and nature-based approaches.
  • Strong understanding of hydrologic and hydraulic analysis and their application to flood mitigation and coastal protection projects.
  • Excellent communication, stakeholder engagement, negotiation, and presentation skills.
  • Proven ability to manage multiple workstreams in complex, multi-stakeholder environments.
  • Strong problem-solving, analytical, and decision-making capabilities.
  • Excellent report writing and technical documentation skills in English.

Qualifications

  • Bachelor's degree in Civil Engineering, Coastal Engineering, Water Resources Engineering, or a related discipline.
  • Minimum 20 years of relevant professional experience in coastal engineering, flood management, water resources, or climate resilience infrastructure.
  • 12 years of specific experience in flood mitigation, water management or delta-related projects, including leadership roles on such projects
  • Strong experience with ADB or similar development partners
  • Demonstrated experience leading large multidisciplinary teams on major infrastructure or resilience projects.
  • Experience overseeing design, implementation, and/or construction supervision of flood protection, drainage, embankment, coastal defense, or similar projects.
  • Proven experience working with government agencies and international development organizations.
  • Strong proficiency in English, both written and spoken.
  • Demonstrated ability to manage complex projects/programs that include multiple technical disciplines and deliver results within challenging environments


Preferred Qualifications

  • Master's degree in Coastal Engineering, Water Resources Engineering, Climate Resilience, or a related field.
  • Previous experience serving as Team Leader, Project Manager, or Chief Engineer on ADB-funded or other multilateral development bank projects.
  • Experience working in Central/South Asia, coastal deltaic environments, or similar climate-vulnerable settings.
  • Familiarity with climate adaptation planning, nature-based solutions, wetland restoration, and coastal ecosystem management.
  • Experience with hydrologic and hydraulic modeling tools and their application to major infrastructure programs.
  • Knowledge of Pakistan's coastal and water management sector or similar regional contexts.
  • Demonstrated experience supporting institutional strengthening and capacity-building initiatives.

Additional Pay Range Information

CDM Smith is committed to fair and equitable compensation practices. This pay range is a good faith estimate representative of all experience levels for the geographic location assigned to the position. In addition to geographic location, a candidate’s salary is determined by several other factors including, but not limited to, the role, function and associated responsibilities, relevant work experience, skills, required certifications, and education/training.

All bonuses at CDM Smith are discretionary and may or may not apply to this position.
