Job Description

Project Overview

CDM Smith is seeking a qualified Procurement and Contract Management Specialist for the anticipated Project Management Consultant assignment under the Sindh Coastal Resilience Sector Project. The consulting services will support design, procurement, construction supervision, safeguards compliance, implementation monitoring, and reporting for climate-resilient drainage, flood management, irrigation rehabilitation, coastal protection, and related infrastructure in Sindh Province, Pakistan.

Position Description

The Procurement and Contract Management Specialist will lead the assignment's procurement and contract management function. The role will support end-to-end procurement, ensure compliance with ADB requirements, establish and monitor contract management plans, report on procurement performance, and advise the Client on FIDIC-based contract administration, claims, negotiation, mediation, and dispute resolution.

*Professional engagement is contingent on project award and client approval

Location: Sindh Province, Pakistan; Hyderabad base with project-site travel as required

Project Duration: 72 months

Position Level of Effort: 6 months anticipated

Responsibilities

  • Lead the end-to-end procurement and contract management function for the Client with support from assigned staff.
  • Ensure compliance with ADB's Procurement Policy and Regulations, user guides, guidance notes on procurement and contract management, and other applicable guidelines and staff instructions.
  • Plan and manage procurement activities, including market engagement, preparation and review of procurement documentation, and support for bid evaluations.
  • Develop, implement, monitor, and update contract management plans for project contracts.
  • Prepare and submit quarterly procurement performance reports and contract management plan updates.
  • Provide advice on FIDIC-based contract administration, contractual risk, performance issues, variations, claims, and dispute avoidance.
  • Advise the Client on handling contractor claims and managing disputes through negotiation, mediation, and local or international commercial arbitration, as applicable.
  • Coordinate with the Client, Project Implementation Units, technical specialists, contractors, and other stakeholders on procurement and contract management matters.
  • Support capacity building and transfer of knowledge to Client and counterpart staff on procurement and contract management systems.

Skills & Abilities

  • Strong knowledge of ADB Procurement Policy and Regulations, related user guides and guidance notes, and applicable procurement and contract management requirements.
  • Ability to lead end-to-end procurement and contract management functions with multidisciplinary support staff.
  • Strong capability in procurement planning, market engagement, bidding documentation, bid evaluation, and contract administration.
  • Knowledge of FIDIC-based contracts, claims analysis, dispute avoidance, negotiation, mediation, and arbitration support.
  • Ability to develop, implement, monitor, and update contract management plans.
  • Strong analytical, advisory, stakeholder coordination, written communication, and performance reporting skills.
  • Ability to advise the Client and project counterparts on procurement compliance, contractual risk, claims, and dispute management.

Qualifications

  • Relevant qualification in Engineering, Law, Management, or an equivalent field.
  • Minimum 15 years of general professional experience.
  • At least 10 years of relevant experience, preferably in ADB or similar development partner procurement and contract management activities.
  • Demonstrated experience in end-to-end procurement management, market engagement, bid evaluations, FIDIC-based contract management, claims management, and alternate dispute resolution.

Preferred Qualifications

  • Master's degree in Engineering, Law, Management, or an equivalent relevant field.
  • Regional experience relevant to the assignment.
  • Experience with ADB-financed projects or projects financed by similar development partners.
  • Experience with market engagement, bid evaluations, FIDIC-based contract management, claims management, and alternate dispute resolution.
  • Experience advising clients on negotiation, mediation, and local or international commercial arbitration.
  • Experience developing and updating contract management plans and procurement performance reports.

Amount of Travel Required

20% - 40%
Background Check and Drug Testing Information

Additional Pay Range Information

CDM Smith is committed to fair and equitable compensation practices. This pay range is a good faith estimate representative of all experience levels for the geographic location assigned to the position. In addition to geographic location, a candidate’s salary is determined by several other factors including, but not limited to, the role, function and associated responsibilities, relevant work experience, skills, required certifications, and education/training.
Additional Compensation

All bonuses at CDM Smith are discretionary and may or may not apply to this position.
