Job Description

Project Overview

CDM Smith is seeking a qualified Environmental Specialist for the anticipated Project Management Consultant assignment under the Sindh Coastal Resilience Sector Project. The consulting services will support the full project cycle, including design, procurement support, construction supervision, safeguards compliance, implementation monitoring, stakeholder coordination, and reporting for climate-resilient drainage, flood management, irrigation rehabilitation, coastal protection, and related interventions in Sindh Province, Pakistan.

Position Description

The Environmental Specialist will lead the environmental safeguards function for the assignment. The role will prepare and review environmental safeguard instruments, integrate environmental requirements into engineering and procurement documentation, conduct ecological and biodiversity assessments, support stakeholder consultations and regulatory clearances, monitor contractor compliance, and advise the project team on climate adaptation and sustainable management of coastal and delta ecosystems.

Location: Primarily Hyderabad, Pakistan, with occasional visits to field sites

Project Duration: 72 months

Level of Effort: 10 person-months

*Professional engagement is contingent on project award and client approval

Responsibilities

• Prepare and review Initial Environmental Examinations, Environmental Impact Assessments, Environmental Management Plans, and Environmental Assessment and Review Frameworks in line with ADB Safeguard Policy Statement 2009 and national regulations.

• Ensure environmental safeguards are fully integrated into engineering designs, procurement packages, and contract documents.

• Conduct ecological and biodiversity assessments, including baseline surveys and impact evaluations for mangroves, estuaries, fisheries, protected species, and other sensitive habitats.

• Support stakeholder consultations with affected communities, fisherfolk, local environmental groups, and other relevant stakeholders.

• Liaise with regulatory agencies to secure necessary environmental clearances and maintain compliance throughout implementation.

• Monitor contractors' environmental performance during construction and verify adherence to Environmental Management Plans and mitigation measures.

• Provide technical advice on climate adaptation, ecosystem-based approaches, and sustainable management of coastal and delta ecosystems.

• Build the capacity of Project Implementation Unit staff and counterparts in environmental safeguards, monitoring, and ecological management practices.

• Prepare environmental sections of periodic progress reports and contribute to the PC-IV completion report, documenting compliance, lessons learned, and ecological best practices.

Skills & Abilities

• Strong knowledge of environmental assessment and safeguards requirements for infrastructure and development projects.

• Ability to prepare and review IEEs, EIAs, EMPs, and EARFs.

• Knowledge of ADB Safeguard Policy Statement 2009 and applicable national environmental regulations.

• Ability to integrate environmental safeguards and mitigation measures into engineering designs, procurement documents, and construction contracts.

• Expertise in ecological and biodiversity assessment for wetlands, mangroves, estuaries, fisheries, coastal habitats, and protected species.

• Ability to monitor contractor environmental performance and evaluate compliance with approved safeguard instruments.

• Strong stakeholder consultation, regulatory coordination, technical writing, reporting, training, and capacity-building skills.

• Ability to advise on climate adaptation, ecosystem-based approaches, and sustainable coastal and delta ecosystem management.

Qualifications

• Bachelor's degree in Environmental Science, Environmental Engineering, or a related field.

• Minimum 15 years of general professional experience.

• At least 10 years of relevant experience, preferably involving environmental assessments for ADB or similar development partners.

• Experience preparing or reviewing Initial Environmental Examinations, Environmental Impact Assessments, Environmental Management Plans, and Environmental Assessment and Review Frameworks.

• Experience conducting ecological and biodiversity assessments, including work involving wetlands, mangroves, or coastal habitats.

• Experience in stakeholder engagement and safeguards documentation.

Preferred Qualifications

• Master's degree in Environmental Science, Environmental Engineering, or a related field.

• Regional experience in Central/South Asia.

• Experience applying the ADB Safeguard Policy Statement 2009 and national environmental regulations.

• Experience integrating environmental safeguards into engineering designs, procurement packages, technical specifications, and contract documents.

• Experience assessing impacts on mangroves, estuaries, fisheries, protected species, and coastal or delta ecosystems.

• Experience supporting environmental clearances and delivering safeguards training or capacity building for implementing agencies.

• Demonstrated project experience in Sindh Province

Additional Pay Range Information

CDM Smith is committed to fair and equitable compensation practices. This pay range is a good faith estimate representative of all experience levels for the geographic location assigned to the position. In addition to geographic location, a candidate’s salary is determined by several other factors including, but not limited to, the role, function and associated responsibilities, relevant work experience, skills, required certifications, and education/training.
Additional Compensation

All bonuses at CDM Smith are discretionary and may or may not apply to this position.
