Job Description

Project Overview

CDM Smith is seeking a qualified Construction Engineer (Deputy Team Leader) for the anticipated Project Management Consultant assignment under the Sindh Coastal Resilience Sector Project. The consulting services will support the full project cycle, including design, construction supervision, and post-construction support for climate-resilient drainage, irrigation, bund rehabilitation, flood protection, and related infrastructure in Sindh Province, Pakistan.

Position Description

The Construction Engineer (Deputy Team Leader) will lead construction planning and supervision functions and support the Team Leader in delivering the assignment. The role will oversee civil works, coordinate with Project Implementation Units, contractors, and supervision teams, monitor schedules and quality, support contract administration, and help ensure compliance with technical specifications and environmental, health, safety, and social safeguards.

Location: Primarily Hyderabad, Pakistan, with occasional visits to field sites

Project Duration: 72 months

Level of Effort: 60 person-months, largely during years 2-6 of project

*Professional engagement is contingent on project award and client approval.

Responsibilities

  • Lead construction planning and supervision, including review of contractors' work programs, method statements, shop drawings, and QA/QC plans.
  • Oversee civil works for embankments, drains, irrigation and distributary rehabilitation, cross-regulators, siphons, bund reconstruction, and flood protection infrastructure.
  • Ensure construction complies with technical specifications, climate resilience standards, contractual requirements, and environmental safeguards.
  • Enforce quality assurance and quality control measures, supervise field testing, and verify compliance with contractual and safety standards.
  • Coordinate with the Project Implementation Units for Irrigation and Forest and Wildlife, contractors, and supervision teams to maintain progress and resolve issues.
  • Monitor construction schedules, identify bottlenecks, and recommend remedial actions to avoid delays.
  • Provide technical input to monthly and quarterly progress reports, payment certification, variation orders, and contract claims or dispute resolution.
  • Monitor contractors' compliance with environmental, health, safety, and social safeguards in coordination with safeguards specialists.
  • Mentor junior engineers and PIU staff in construction supervision, contract administration, and QA/QC practices.
  • Support the Team Leader in stakeholder consultations, progress review meetings, and coordination with ADB and Government of Sindh counterparts.

Skills & Abilities

  • Construction planning, supervision, and multidisciplinary team coordination.
  • FIDIC-based contract administration, including payment certification, variation orders, claims, and dispute support.
  • Quality assurance and quality control, field testing, and compliance verification.
  • Construction scheduling, progress monitoring, bottleneck identification, and corrective action planning.
  • Clear technical reporting and effective coordination with PIUs, contractors, ADB, Government of Sindh counterparts, and other stakeholders.
  • Knowledge of drainage, irrigation, bund rehabilitation, flood protection infrastructure, and climate-resilient construction.
  • Ability to mentor junior engineers and PIU staff in supervision, contract administration, and QA/QC practices.

Qualifications

  • Bachelor's degree in Civil Engineering.
  • Minimum 15 years of professional experience.
  • At least 10 years of experience, preferably supervising large-scale drainage, irrigation, and bund rehabilitation projects.
  • Strong understanding of FIDIC contracts and government coordination.

Preferred Qualifications

  • Master's degree in Construction Management.
  • Experience on ADB-financed or other multilateral development bank-funded infrastructure projects.
  • Experience with flood management, coastal resilience, irrigation rehabilitation, or climate adaptation programs.
  • Experience implementing environmental and social safeguards during construction.
  • Experience leading field-based supervision teams across multiple work sites.
  • Experience supporting claims management, dispute resolution, and variation order administration.
  • Demonstrated project experience in Sindh Province

Additional Pay Range Information

CDM Smith is committed to fair and equitable compensation practices. This pay range is a good faith estimate representative of all experience levels for the geographic location assigned to the position. In addition to geographic location, a candidate’s salary is determined by several other factors including, but not limited to, the role, function and associated responsibilities, relevant work experience, skills, required certifications, and education/training.
Additional Compensation

All bonuses at CDM Smith are discretionary and may or may not apply to this position.
