Job Description
Project: Dioxin Remediation at Bien Hoa Airbase Area
Project Overview:
The Dioxin Remediation at Bien Hoa Airbase Area Project is a U.S. Government–funded environmental remediation program addressing the legacy of Agent Orange contamination at Bien Hoa Airbase in Vietnam. Under the Architect‑Engineer (A&E) Services II contract, the project supports design review, construction management, treatment system implementation, environmental monitoring, and capacity building for Government of Vietnam counterparts.
CDM Smith, as a subcontractor to the prime A&E contractor, provides construction management, construction quality assurance, environmental monitoring, engineering and environmental compliance technical support, and health & safety oversight for remediation, treatment, and civil works activities on an active military installation.
Position Summary:
CDM Smith is seeking a Construction Health & Safety Specialist to support the Bien Hoa Dioxin Remediation Project through hands‑on construction health and safety leadership, construction quality assurance support, and environmental monitoring oversight.
This position is embedded with the prime project team and focused on field implementation. The role emphasizes contractor oversight, site‑wide HASP compliance, Construction Quality Assurance (CQA) support, and health surveillance, rather than corporate or regional program administration.
**This is a long‑term international assignment based in Bien Hoa, Vietnam until June 2028**
Construction Health & Safety Leadership
• Serve as the Lead Health & Safety Specialist for remediation, treatment, and civil works activities
• Lead day‑to‑day health and safety oversight on an active remediation site, ensuring construction contractor compliance with the site‑wide Health and Safety Plan (HASP) and approved construction contractor HASPs.
• Review, approve, and monitor contractor Activity Hazard Analyses (AHAs), lift plans, fall protection plans, silica exposure controls, and other construction safety documentation.
• Conduct routine field inspections, safety audits, toolbox talks, and site onboarding for project personnel.
• Identify unsafe conditions and practices, recommend corrective actions, and verify timely resolution.
Construction Quality Assurance & Construction Management Support
• Contribute to the development, implementation, and maintenance of the CQA Plan for remediation activities.
• Support construction management and oversight of treatment systems and civil works, including review of contractor plans, reports, RFIs, submittals, and O&M documentation.
• Review contractor daily, weekly, and monthly reports related to health, safety, and construction activities.
• Provide technical support during construction implementation in coordination with the prime contractor and project leadership.
Environmental Monitoring & Health Surveillance
• Support environmental monitoring and management activities, including review of contractor Sampling and Analysis Plans (SAPs) and Environmental Monitoring and Management Plans (EMMPs).
• Review contractor environmental monitoring data and provide technical input on compliance and corrective actions.
• Support health surveillance programs, including coordination and review of blood serum dioxin monitoring associated with site personnel.
• Provide technical assistance related to waste handling, contaminated materials management, and monitoring requirements.
Coordination, Stakeholder Engagement & Capacity Building
• Work closely with local partners, Government of Vietnam counterparts, the prime contractor, and CDM Smith home office teams to ensure timely and compliant delivery of project activities.
• Participate in coordination meetings, site walks, and technical discussions with client representatives.
• Support capacity‑building efforts related to health, safety, and environmental management.
Quality, Ethics & Compliance
• Ensure all work products and field activities comply with CDM Smith ethical, business, and quality standards.
• Adhere to applicable U.S. Government, client, and host‑country requirements throughout the assignment.

Minimum Qualifications
• Bachelor's degree in occupational health & safety, environmental science, engineering, or a related discipline (or equivalent directly related experience).
• Minimum 15 years of progressive experience in construction health & safety, environmental remediation, or related field‑based roles.
• Five years of professional experience with hazardous material handling as health and safety officer.
• Demonstrated experience preparing, reviewing, and enforcing Health & Safety Plans (HASP) and contractor safety programs.
• Strong working knowledge of construction safety, hazardous materials operations, and field compliance.
• Strong verbal, written, and interpersonal communication skills.
• Ability to work effectively in field‑intensive, international, and multicultural environments.
• Willingness and ability to live and work on a long‑term international assignment in Vietnam.
• Must have completed the following training, or equivalent;
o 40‑hour HAZWOPER,
o 40-hour USACE EM‑385-1-1,
o 30-hour OSHA construction safety and health training
Preferred Qualifications
• Extensive experience on hazardous waste, chemically contaminated site, or dioxin remediation projects.
• Experience supporting thermal remediation systems, oxidizers, kiln (PCBs), water and wastewater treatment systems, and hazardous waste treatment facilities.
• Background combining health & safety leadership with construction management, superintendent, or field inspection experience.
• Experience working on active military bases or restricted‑access sites.
• Advanced safety credentials applicable to high‑hazard construction or environmental remediation projects.
• Prior long‑term international assignment experience in similar country context.

Background Check and Drug Testing Information
CDM Smith Inc. and its divisions and subsidiaries (hereafter collectively referred to as “CDM Smith”) reserves the right to require background checks including criminal, employment, education, licensure, etc. as well as credit and motor vehicle when applicable for certain positions.
